At the last summit of the EU the leaders failed to find a solution to the crisis where the EU found itself to be after the Irish “no”. 12 June, at the referendum of ratification of the Lisbon constitutional agreement of the EU, more than half of the Irish voted against this code of articles and paragraphs dedicated to the mechanism of governing the EU. Even the existing union of 27 states is functioning hardly without such a document.
The Europe has good reason for being nervous. The Irish “no” may hinder the ratification of Lisbon treaty that was to come into force since 1 January 2009. That is the year of election to the European Parliament and forming the new executive bodies of the EU. So it’s impossible to postpone anymore.
Nicolas Sarkosy escaped from the hall of meetings earlier so that to appear the first before the journalists. He is to get to chairmanship since 1 July. Summarizing the general opinion, Mr. Sarkosy said that the choice by the Irish people must be respected as a political reality. However, that does not mean the Lisbon treaty is to be given up. The parliaments of 20 states having ratified the treaty, the process must be continued and a solution must be found for Ireland before the next summit that is to be held in October. Then the treaty could come in force on due time. Without that there is no sense talking about extending the EU, even about accepting Croatia (that was to be accepted in 2010), let alone Turkey.
The Irish Prime Minister Brian Cown, who was demanded explanations of the “bad” voting, damped down suddenly the enthusiasm of those hurrying. He said he himself had voted for, but since his people voted the way they did, he must protect their will expressed.
The head of the Polish government, Donald Tusk, came down on Sarkosy who relates the extending of the EU with the Lisbon treaty. He said at the press conference that it’s inadmissible to consider that the Irish referendum takes away any European perspective from Croatia, Serbia or Ukraine. The Polish prime minister either had forgotten which countries are the candidates for inclusion into the EU, or had he enlarged the list at his own will. While Croatia and Turkey are in the official list, and Serbia and other Balkan states are promised to be included in the EU in the future, there has been no talking about the Ukraine so far.
Even where the Lisbon Agreement is ratified, not all is finished yet. Mr. Tusk did not deny that Lekh Kachinsky, the president nationalist, might not sign the ratification act. And the Czech Prime Minister Mirek Topolyanek now would not stake even a hundred crones for ratification of the agreement by the Czech parliament.
The British Prime Minister Gordon Brown was the hero of the day at the summit and was praised, as the “euroskeptical” British parliament had ratified the treaty in question successfully. However, right before his departure form Brussels Mr. Brown reported confusedly that one of Her Majesty subjects had demanded in the court that a referendum be held there. Now the signed by the Queen Law of ratification will stay ineffective till the decision by the Supreme Court of London.
