State Drugs Control agency is being a subject to “cleaning”. General Rykov was the first to resign. He had been the head of Security Division at the organization. And he is a friend and sponsor of General Bulbov who was arrested for tapping the top Russian enforcers.
What is happening now is easy to understand, as the new head of the agency Viktor Ivanov is a member of the tapped clan. That means, General Bulbov is doomed to stay in prison. And his colleagues are doomed to have problems either.
I want to comprehend what the fault by State Drug Control is. Well, I know that from a common point of view.
First, this agency started unlawful criminal cases against veterinaries.
Second, this organization started hundreds of criminal cases on the count of illegal dealing with strong-effect substances. Coincidently, the most celebrated of those cases, the one about Sofex firm, happened after an inspector from State Drugs Control had visited their office and suggested mutually profitable business, grounding it with necessity of providing the generals with money.
Third, State Drug Control introduced a bill “On Drugs” that proposed allowing the agency’s inspectors not to destroy the confiscated drugs, but to transport it. That was grounded with economy reasons, as $2,000,000 is spent annually for buying pure specimen of drugs abroad. After such amendments are lobbied on the level of the agency’s leadership, it’s ridiculous discussing whether this body is involved in the criminal drugs dealing.
Fourth, State Drugs Control has suggested another kind of amendments to the law “On Drugs” allowing it to check any enterprise using certain chemical substances in its production process like hydrochloric acid, sulfuric acid, toluol, acetone etc., as they can be used for producing drugs. That amendment made the agency as omnipotent as FSB in terms of opportunities of pressurizing the industrial entities.
This is what I blame the State Drug Control with. This is one of organizations, like GIBDD (road police) or FSB that in my opinion must be closed down, while employees from there should be banned from working in the public offices in any position.
But here I’m talking not about that. I’d like to comprehend what was dissatisfaction by Prime Minister Putin with the State Drugs Control? I don’t think it was caused with the reasons given above. Otherwise, this agency wouldn’t have been able to devour chemists and vets before the public eye.
And if Putin created the State Drugs Control with more important and honest purpose than fighting with drugs dealing – that’s watching the enforcers’ clan headed by Igor Sechin – then this task was fulfilled perfectly by the agency.
They say that a minor palace revolution was done as an outcome of tapping organized by General Bulbov, which resulted in resignation of the Prosecutor General Ustinov who allegedly spoke too free of the President.
Obviously, the general who tapped the Prosecutor General Ustinov, first deputy head of the President’s Administration (that time) Igor Sechin, President’s assistant Viktor Ivanov, FSB director Nikolai Patrushev and other rests of the power - this man could only have been acting under the sanction by the top person. Obviously again, such a person was to be reported to the President by his enemies.
It’s also clear that the ruler must not give up the man who tapped under his own order. Who is going to spy for the ruler when the agiler is taken to prison by those whom he had been spying on?
Hence, the question is what were the General Bulbov and the Drugs Control on the whole to be blamed for by Putin if he has appointed to head it the man from the clan this agency was created to struggle against?
The answer is very simple. Putin does not need the agency any longer as a counterbalance to the enforcers, because now it’s Dmitry Medvedev to be such a counterbalance. One may also assume that Putin was fed up with the State Drugs Control getting on vets. They say once the annoyed Putin exclaimed “I don’t want to hear any more the word ‘ketamine’!” Well, anyway Putin used the whole agency with all its generals as an instrument, and when he did not need it anymore he just gave it up.
Two things catch me off base here. First, the ruler who rules in such a way, he will never enjoy good attitude from the instruments he used. Second, it’s only possible to rule with the use of tricks when you are the top person in the state.
