Colonel Kvachkov, a former intelligence service officer was accused of attempting on Anatoly Chubais, the man who was responsible for notorious privatization in Russia at Yeltsin times and who is the head of RAO EES at the moment. Having got at large, Colonel Kvachkov answered to a question about his plans “I’m going to do some unfinished matters”. He specified he was talking about his dissertation and asked the journalists “And what did you think about?”      

The circumstances of attempt on Mr. Chubais and the immediate arrest of Kvachkov seemed to be so unbelievable that made one doubt about the guilt by the former intelligence service colonel. First of all, Mr. Kvachkov was arrested because a green SAAB of his wife had been placed near the scene of attempt. It appeared to be unbelievable that an experienced officer could have arrived at the place in his own car.  

Second, the evidence presented on Kvachkov seemed even more improbable. The rubber mats being found at the scene, a Tajik vendor selling things on the road not only recognized the mats and people whom he had sold it, but also remembered the license number of the red Lancia in which those people had been driving. 

However, gradually it was becoming clear that Kvachkov really might have been involved in the crime. It became clear due to statements by Mr. Kvachkov himself. 

What is Colonel Kvachkov? This is a kind of home extremist. What does he say in his interview? He says that Putin is a Gauleiter and that an occupational regime rules in Russia. He says he is not guilty of attempt on Chubais as killing Chubais cannot be considered a crime. “Destroying the occupiers and their accomplices is no crime, but duty by every defender of one’s own motherland, who must be true to the oath given” said Colonel Kvachkov in one of his interviews. “I state officially that numerous reports in the media saying that retired Colonel Kvachkov does not admit himself guilty, are wrong. I don’t see any crime in the act so there is no guilt. Admitting the actuality of the question of crime would mean admitting the event to be a crime”.  

And this man got acquitted, because the jury is not the voice of the law, but the voice of people. In the 19th century the jury acquitted Vera Zasulich who had shot a that-time odious official Trepov. Those people considered that shooting such an odious figure was not a crime. If today’s jury were to decide whether Kvachkov should be decorated for his attempt on Chubais, they would decorate him for sure. Well, they had no opportunities to award him, but they were able to acquit him. The most interesting question here is why Kvachkov’s guilt was not proved and who really stands behind this crime? The doubts about motifs by Mr. Kvachkov having disappeared, the criminal case still seems to be unbelievable. How can an illiterate street vendor remember by heart the license numbers of the buyers? That’s ridiculous. It is only possible if there was a man in Kvachkov’s entourage and that man went with others to buy those rubber mats, and that man reported all the details to FSB.      

Why did Colonel Kvachkov, an experienced officer, take the SAAB of his wife? Well, it’s clear about Mr. Kvachkov himself, he is an honest idealist and he has no money to buy an “extra” car to use it for this “operation”. But why did he feel invulnerable?  

Actually, everything went in a very cunning way: Putin is “Gauleiter” and the regime is “occupational”, but the attempt was done on a person who is, of course, an annoyance for all kinds of home national-patriots. Ynd yet this is not the key figure of the regime. Moreover, he is also a great annoyance for the enforcers who cannot run effectively the state and business, but who master the art of special operations, tricking and provocation.      

Why does it always happen to people who irritate the clan of enforcers: General Bulbov got to prison, deputy minister Storchak was put behind the bars, and Chubais was attempted? Who in Kvachkov’s entourage explained to this idealist that Chubais is the best target and there is nothing to be afraid of after the attempt?   

If Chubais had been murdered then RAO EES would have come to enforcers and Colonel Kvachkov would have got billions of dollars for “occupiers” and “Gauleiters”. 

And now when Chubais stayed alive, he is fussing about convincing the intelligentsia that Putin is the less evil compared to national-patriots. Anyway, it’s good for the special services again. This is what is called “tricking” in the language by special services. 

Another small detail in conclusion. They say to us that all the Russians support Vladimir Putin unanimously and delightfully. They say everyone supports the vertical of power, and its enemies are just a minority of renegades and hirelings from the West.      

And here is a verdict for you. The 11 votes of the grand jury out of 12 were given in favor of the man who called Putin to be “Gauleiter” and the regime to be occupational.  

So great is people’s love for the vertical of power.
