Russian political reality is made in the way where any public complaints are considered by Putin to be a sign of disloyalty. It’s not only useless but even harmful to complaint about what the authority does. When you just suffer because of its actions, you are considered to be a victim. And if you make a public complaint, you are considered to be a foe. 

And recently we have been observing an amazing phenomenon: they complain to the public. And it’s not just authority members to do it. It is done by the law enforcers who must not complain at any regime.  

Mr. Cherkesov was the first to make a public complaint in the course of the war among enforcers. After his assistant General Bulbov was arrested he published an article about the security service ethics, saying its officers must not be given up in any situation. I think if he just had published three words “I won’t give up Bulbov”, that would have had more effect.  

Then the military generals began to complain about the defense minister. The General Staff began to rumor about their reports. Interestingly, the generals got at odds with the minister not because of the issues of nuclear doctrine or local conflicts tactics. Their blame was expressed like “he puts his people on our posts!” Making their complaints, the generals did not specify why exactly the public should sympathize with them being deprived of their fat offices.  

Significantly, those generals were indifferent to the public opinion while they carried out a shameful Chechen war, while Kursk the submarine drowned and while the soldiers like Sychev and Rudakov were raped and killed in the armies commanded by them. All that time they could not say anything as their mouths were full. And now when their daily bread is taken away from their mouths those guys began to cry for help! That’s really holy simplicity.

But the investigator Dovgiy, the Bastrykin’s assistant, just surpassed everyone. The other day he was stood off on the grounds of report by his two subordinates alleging him to have taken a bribe. Mr. Dovgiy began to complain immediately about being shadowed in a demonstrative way.

He published through the journalist Hinstein a statement saying “I am a special subject and I consider the actions by those mentioned persons to be a threat for my life, and the lives of my family and acquaintances”. Well, the professionalism and fearlessness of the investigator’s publicly expressed reaction about demonstrative shadowing him really command respect! 

The question is why the investigator Dovgiy decided that we must sympathize with him, poor man that is being shadowed. Is shadowing and tapping really a rare thing in our community!

The investigator Dovgiy processed a few cases that were far from the real justice. I mean Bulbov’s cases and those of Storchak and Kumarin. You shouldn’t get me wrong: I have no sympathy for the General Bulbov from the Drug Traffic Control. But I know he was arrested by people whom he had been tapping by Putin’s order within the frames of the Tri Kita case.     

So why should I sympathize with the investigator Dovgiy who suffered in the course of the law enforcers’ showdown?

Two strong groups have been struggling with each other. At the same time, they find out the spies in the British oil company, and they trade with oil, gas and court decrees. Any refusal to render tribute is perceived by them as the riot against the vertical of power, while any consent to render tribute they perceive as a weakness and a springboard for further shakedown. Those people are dishonest enough to sell the information about preparations for starting a criminal case, and then after receiving the money they anyway start that case because they want more money.   

And now it turned out that they also have no dignity. No killer from mafia, being caught by the police, would ever make a public complaint about himself being offended. And finally, those people have no sense of humor as they appeal to the public opinion which was eliminated with their own previous activities.
